So I did some digging...

I made the call from a clean phone and the hold message was exactly the same as back in the National Check Control days.

I did some pretexting and it's definately them.

I've notified several of their advisaries of NCC's rebirth and the excitement is in the air. according to the Maine AG, several letters have already been sent to Check & Merchant Services to cease and desist due to unlicensed activity.

Someone named Dave Cordova keeps calling me from Check and Merchant Services in White Plains, NY(he sounds british maybe???). These supposed debts that he is trying to collect on are from some 8 years ago, so it's way past the statute of limitations either way. First this guy [Dave Cordova] said he was the case manager in a message on my cell phone, then I called him back and he said he was the receptionist. He was demanding that I give him personal information and a case number. He absoluetly refused to let me speak to anyone else and would not give me the name of his superior. He threathed me with lawsuits as well as warrants for my arrest and fines. This scare tactic is against the law and I intend to pursue this.
